The delay in the granting of new building and first occupancy licences is costing buyers 12,802 euros per home, according to the report entitled Urban Planning Licences: The Invisible Tax, prepared by the Association of Real Estate Developers of Madrid (ASPRIMA) together with EY Lawyers (the tax and legal advice team from the professional services firm EY).
The research analyses delays in the granting of urban planning licenses and the consequent costs in ten Spanish municipalities, specifically: Madrid, Majadahonda, Las Rozas, San Sebastián de los Reyes, Pozuelo de Alarcón (all in the Community of Madrid), Barcelona, Málaga, Palma de Mallorca, Valencia and Zaragoza.
